Trying to see how much we can do in early access. You can buy the lot using the mod 'Edit Venues' and then bulldoze the lot. The custom paintings can just be images found and downloaded on the web. To place food on the counter and mark as 'for sale' use the cheat code "setitemstate isforsale 1" or copy and paste new food items from other restaurants.
