Enable Townie Autofill

This enables the townie auto re-population setting in the Control Panel and leaves the target population set at 150. Note that this setting is currently Disabled by default in Early Access. NPC story progression does not exist and dead townies are not handled well yet in-game, so oddities may occur when using this mod. P.S. Like my thumbnail Para?
