Edit Town Events and Lot Item Layers

Enables a debug option to allow changing which "Lot Item Layer" an object appears on. This can be used to edit Town Events and other features that temporarily add objects. Note: When setting the layer to one that isn't currently active, the object will stay visible until you reload the save.
