Every tick at a workbench adds your mastery divided by the recipe's required mastery (rounded down, at most 3) to the progress bar. At twice the requirement a craft finishes in half the ticks, and half the energy.

Why can I not start a recipe I have unlocked?
The station's mastery is too low. A normal recipe cannot be worked at all below its required mastery; the recipe card shows the level it needs next to the mastery icon. Star crafts and autopsy work are the exception: they can be attempted below the requirement, with a chance per tick instead of a guaranteed step.
Do I need the higher tier if I already have the lower one?
Only for its extra recipes. Each higher tier (Furnace II, Iron Anvil, Assembly bench II and so on) still makes everything the tier below it does; the station page lists what the next tier adds.
What are extensions?
Pieces built next to a station that unlock some of its recipes: a Tool Rack or Fine Tool Rack beside the woodworking and stonemason benches, a Hardening Bucket beside the anvils, Bellows or a Casting Table beside the furnaces, and the attachments of the factory benches.
