Every craftable item in Subnautica 2 has a blueprint (an internal `DA_*Recipe` data asset) tied to a specific crafting station - the Habitat Builder for base parts, Fabricator for tools and consumables, Processor for refined materials, Modification Station for equipment upgrades, and Vehicle Bay for submersibles. Locked blueprints require a scan, data box pickup, or story trigger to become available, mirroring Subnautica 1's progression loop.

Blueprints are flagged Locked when the recipe should require a scan or data-box unlock at runtime. Unknown Worlds hasn't fully wired the unlock triggers yet, so the wiki shows these as Locked alongside the recipe details until the build ships the unlock data.
