(Almost) No Need Decay

Removed the decay on all basic needs.

Decay for special personality needs (such as "Me Time" or "Fun" for jesters or when very bored) still remain. The toddler "affection" need still decays cause I kinda like having to spend time with them, but let me know if its a bother! The same goes for hygiene while exercising.

NOTE If there is other needs I've missed that are only a bother and don't really add personality let me know.
