Sunday Recipe Fix -LeaMB

I don't know about anyone else, but I never saw the recipe of the week and didn't even know it was a thing until someone casually mentioned it in a reddit thread. So I made a small change to the newspaper settings so that the recipe of the week is forced to show on Sundays. - Sunday Recipe of the Week is now forced to appear. - More forced articles are allowed per day (so it doesn't get buried and left out). - More than one para can claim the recipe in the household and you can go to old papers to claim it from other households. Because how was that supposed to work? Is the first para cutting it out from every paper in town and hiding it? I'm not sure if it works on recipes offered before adding this mod, but definitely is freely available for any that come after.
