[c8] Better Terrain

This mod adjusts the settings used by the terrain sculpting and painting tools to give builders a bit more control. Brush sizes have been expanded for both finer detail work and larger terrain changes, while sculpting and smoothing values have been tweaked to create cleaner, more predictable results. PLEASE NOTE: This mod will conflict with any other mod that edits the terrain settings.
