How do you unlock Satellite Downloads in Outbound?
Satellite Downloads are blueprints you download at signal towers and download terminals. Each download costs 1 Download Coupon (Download Voucher). Download Coupon is made at the Recycler from 2x Litter in 15 seconds. A tower shows up to 3 blueprints from a download pool and you choose 1; blueprints you do not choose become available for download later.
Where are the signal towers in Outbound?
There are 66 download points (signal towers and terminals): 24 in Starting Level, 19 in Pacific Coast, 13 in Canyons and 10 in Mountains. Each region has one ordered list of download pools; the signal towers carry no pool of their own, while some terminals carry a fixed blueprint (see below).

Which terminals offer a fixed blueprint?
These terminals always offer one set blueprint instead of a pool from the list. Starting Level: the fishing shed at the pier (Fishing), the windmill (Mortar and Pestle), the farm barn (Spinning Wheel) and one more terminal (Photo Camera). Pacific Coast: the fishing shed (Fishing II) and the Coffee Farm (Coffee Making). Mountains: the fishing cabin (Fishing III).
Which download terminals are locked?
Ten terminals stay locked until you find three key items in the surrounding area (a floppy disk, a USB stick and a password). Starting Level: windmill, tree house, farm barn and fire lookout. Pacific Coast: house boat village, Coffee Farm and Lighthouse. Canyons: kayak club, Red Ridge Airstrip and Research Center. Some towers also need a repair first: the Weather Station terminal (Pacific Coast) and the tower at the broken cabin (Canyons) have no power until the Weather Station power is restored or the cabin generator is fixed; the Lighthouse terminal has no signal until the lighthouse light is repaired and turning, and the Red Ridge Airstrip tower has no signal until the airstrip signal tower is repaired.
Do some Satellite Downloads need an earlier download?
Yes.
