Restore power to the factory, then shoot the spinning propeller during the 0.5 second timing window each time it comes around. Hitting the window keeps the charge refining; missing it stops the factory and you have to power it back up. After enough good shots the Overloaded TNT is finished, and you carry it to the boss spawner.
