Paste both commands in order — first spawns a tamed Rhyniognatha at level 150, then gives you the saddle.

Both tame the creature you are currently looking at.
AddExperience levels up the dino you are riding and GiveExpToTarget levels up the creature/player your are looking at.

ARK supports several command types: "Summon" spawns a random-level creature at your crosshair, "SpawnDino" lets you set coordinates and level, and "GMSummon" spawns a force-tamed creature. For a ready-to-ride Rhyniognatha, GMSummon is the way to go. Open the admin console with Tab (PC) or through the pause menu on console. Admin privileges are required.
ARK: Survival Ascended features the Rhyniognatha as a tamable, flying, omnivore creature that survivors will encounter in the wild. Classified under the Soaker group.
Its base Stamina of 350 gives it respectable staying power. Its base Melee Damage sits at 100%, giving it decent hitting power. At 900 base HP, the Rhyniognatha is quite durable. A base Weight of 1100 means an enormous weight pool.
After taming, the Rhyniognatha is prized as a flying transport, capable of hauling large inventories over long distances. Defeating one in the wild grants 3 base XP. It can be cloned at a Cloning Chamber for 0.98 Element plus 0.1 Element per level.
