RainDanger Command

Command Breakdown
Spawns a mix of rexes and allos above the player, cannot change the creatures as it's hard coded into the game. Similar to SpawnActorSpread.Default numbers are 30 300 200
Arguments:
- NumDinos (Number): Number of critters to spawn
- SpreadAmount (Number): Smaller number - more clustered, higher number, more spread out
- ZOffset (Number): Height above the player
