Messengers serve as the mouths of Igna the Firestealer and are duty-bound to deliver his proclamations to every last Vulture. To both the Vultures of the Inner Nest and the thugs of the Outer Nest, the Messengers are not only envoys, but the very manifestation of their leader's presence.
Every Messenger is skilled in the arts of rhetoric, pleasure, negotiation, and observation, which they use to manipulate others' minds. They bear the important responsibility of converting mere mortals shackled by the world's order into their "brothers and sisters."
Messengers carry "Proclaimers" whose core components are derived from Sirens. In addition to using sound to manipulate others' emotions, these devices can create energy interference through vibrations.
Hence, unlike most Vultures, Messengers can control Chaosium to a degree that seems like magic, transforming it into propulsive jets or searing rays. Such sorcery is not only useful for self-defense but also adds some spectacular flair to their regular duties.
"We are truly vultures - birds that have shed their feathers, birds that have been consumed by fire, birds that have risen from mere bones.
And, one day, we shall become fire - to consume this decaying world so that a new one may arrive."
